Activities of CWEMF are guided by a Steering Committee composed of five officers elected by the membership and representatives from California based governmental water organizations, universities, environmental organizations, private consultants, water user agencies, and the general public.

Steering committee meetings are usually held on the third Friday of odd months from 9:30 a.m. to 12:30 p.m. and are open to the public. Steering Committee Meetings are usually held at the  Solano Irrigation District in Vacaville, CA.
